Education in Liberia

Education progress in Liberia has suffered due to the civil conflict and the Ebola outbreak in 2014.

The Education Sector Plan 2010-2020 aims to provide all Liberians with the opportunity to access and complete affordable education of a quality, relevance and appropriateness that meets their needs and that of the nation.

The education sector plan outlines a number of objectives at all levels of the education system:

  1. Increase access to early childhood development services for children ages 0-5 and improve the quality of services and programs.
  2. Support greater community and family involvement in programs, and establish mechanisms for greater collaboration between ministries, agencies, and communities.
  3. Put in place provisions and structures for all children to start school at the right age and complete primary level education, ensuring that no individual is denied the possibility of primary education.
  4. Provide a clean, sanitary, violence-free, and conducive school environment for all children, especially girls.
  5. Increase access and transition rate from primary to junior high, retention and completion rates at both levels of secondary education, and the number of girls accessing and completing secondary schooling.
  6. Improve the quality of secondary education and teaching and learning conditions.
  7. Reduce worm infestation and the contracting and/or spreading of HIV/AIDS among staff and students.
  8. Encourage collaboration between ministries and agencies involved in technical vocational education and training.
  9. Improve the quality and relevance of technical vocational education and training, and links between programs and secondary education.
  10. Increase access to technical vocational education and training programs nationally through cost-effective strategies.
  11. Provide adequate training and professional development programs for teachers at all education levels.
  12. Make provisions for the deployment of teachers to under-served areas and increase the number of teachers.
  13. Improve teacher management efficiency and upgrade the status of the teaching profession in Liberia.
  14. Develop the institutional capacity for planning, management, accountability, and transparency throughout the education system at central, regional, and local levels.

Liberia also prepared and launched an Operational Plan for 2014-2016 revolving around three priorities:

  1. Increasing learning achievements for all students,
  2. Improving student performance and completion at all education levels,
  3. Transforming the education system through improved governance.

The US$40 million GPE grant was awarded in 2010 to support Liberia in implementing its education sector plan. The grant provides resources for strengthening the management capacity and accountability in the education sector.

The four components of the grant are:

  1. Strengthened institutional management capacity and accountability at the central and school levels, including an organizational development assessment and improvement, and work on enhancing communication across and within different levels of government.
  2. Strengthened management capacity and accountability for school construction in rural areas, which includes the construction of basic and primary schools and early childhood centers.
  3. Strengthened management capacity and accountability for procurement and distribution of teaching and learning materials.
  4. Strengthened management capacity and accountability for school-based management, which includes the provision of school grants in addition to the development of school grant guidelines.

The ministry of education implements the program with the World Bank as the grant agent and USAID as the coordinating agency.

Despite setbacks due to the Ebola outbreak, the GPE program in Liberia has contributed to progress in the education sector. These results include:

  • 303 classrooms have been constructed and furnished, and 60 housing units for teachers have been completed.
  • Standardized school construction guidelines have been approved by the ministry of education.
  • Close to one million textbooks and teachers’ guides for grades 5 to 9 have been distributed across the country.
  • Close to 1.4 million supplementary reading books for grades 1 to 4 have been distributed to schools.
  • School grants were disbursed to 2,579 schools.
