Education in Madagascar
Madagascar is committed to developing its education sector. The country made considerable and steady progress in the last decade, with student enrollment increasing at the pre-school, elementary, and secondary levels, almost doubling primary education enrollment from 2002 to 2009.
Gains have slowed down however, since 2009, due to the country’s political and economic crises, and primary enrollment decreased for the first time in 2011.
The Interim Education Sector Plan (IESP) focuses on rebuilding the education sector’s capacity to maintain a functional education system, specifically at the pre-primary, primary, and secondary levels. As a result, the IESP focuses on short-term objectives and activities.
The IESP addresses three main challenges in the education system:
- Declining enrollment in schools
- Decreasing student achievement and educational quality
- Weak management capacities and community involvement.
The IESP has three objectives:
- Extend capacity to receive and retain students by developing student supervision, promoting retention, and reintegration into the school system through:
- Developing community centers for preschool activities in the most disadvantaged regions
- Prioritizing teacher deployment according to school map standards
- Continuing school feeding support in areas at risk
- Constructing and rehabilitating school infrastructure
- Establishing a scholarship system
- Improve the quality of education by improving learning conditions and developing the training, motivation, and instruction of teachers through:
- Developing and disseminating the curriculum
- Implementing a system to supervise teachers
- Providing teaching materials to community centers
- Rebuilding schools and related infrastructure
- Strengthening the pedagogical training of teachers and administrators, and organizing national teaching exams.
- Strengthen institutional capacity for planning, management, and communication in order to improve governance and establish accountability

GPE in Madagascar
The current GPE grant of US$85.4 million supports a project focused on access to primary education, teacher quality and learning environment improvement in targeted areas of Madagascar. The project has three components:
- Facilitate access to and retention in primary education by reducing the costs of schooling for families through subsidies for teacher salaries and children’s school kits.
- Support the learning process by improving the teaching and learning environment through teacher and school director training, school grants in vulnerable regions, school infrastructure improvements, and school feeding
- Strengthen the foundations of the primary education system through rebuilding stakeholders’ capacity, improving community participation, and social accountability.
The current GPE-funded program has contributed to the following results in the education sector:
- Providing about 600 schools with a school-feeding program benefitting 118,921 children
- Distribution of 1.95 million school kits containing basic supplies for primary school children for the 2015-16 school year
- Subsidizing the salaries of 21,606 community teachers in 12 targeted areas in 2014
- 11,875 schools have received school grants funded by the project
- Finalizing the education sector diagnostic, which informed the preparation of the new education sector plan
- 120 classrooms have been built or rehabilitated at the primary level
- 48% of management trained schools now have report cards.
